How to Become an Independent Member

The Police Authority has 19 Members who represent both their local areas and South Wales as a whole.
 
In addition to ten Councillors, selected by the Local Authorities, there are nine Independent Members. These are local members of the public who want to work on behalf of their communities.
 
Independent Members are appointed for a four-year term, and generally for a maximum of two terms. There also needs to be at least one Magistrate.

Qualities

 
Independent Membership is open to anyone who lives within the South Wales area, and has for at least 12 months.
 
The Police Authority looks for people with:
 
  • Good communication skills and a willingness to seek out and listen to the views of all sections of the local community on policing issues.
  • Relevant skills, experience and knowledge, for example in management, business, finance, community or race-relations.
  • Knowledge of diversity issues to support the Authority’s duty to promote equality and diversity in the police force.
  • The ability to represent a broad range of local communities and challenge accepted views in a constructive way.

It is essential that Authority Members are representative of the communities of South Wales, and we welcome applications from all eligible people, irrespective of age, gender, religious belief, sexual orientation, disability or other factors.
 

Recruitment Process

 
An advert is placed in at least two newspapers stating that we are looking to recruit new members. The closing date and contact details will be included in this.
 
Once the closing date passes, a Selection Panel considers all applications. This Panel consists of three Police Authority Members, along with a Home Office representative and an Independent Assessor.
 
Following an initial paper sifting exercise, the Selection Panel will produce a “long list”, who will be invited to interview. These interviews will help the Panel create a shortlist of applicants, which will be put forward to the Police Authority Appointments Panel.
 
The Appointments Panel is made up of both Councillor and Independent Members of the Authority. Serving Members of the Authority who are applying for a further term of office are not allowed to sit on this.
 
The Panel will interview the shortlisted candidates. These interviews may include a small exercise relating to the work of an Independent Member.
